Soapaction header in client is missing quotes around value #130

Hi,

Currently the soapaction header is generated as this:

Soapaction: #IsActive

But according to the w3wc standard it should be contained in double-quotes like this:

Soapaction: "#IsActive"

Can this be changed? Can you add the quotes in the soap.Client? It is currently breaking my webservice calls...
