PROMIS: One-time Thank You Instant Notification

We plan to roll out a one-time instant notification to thank participants who complete the PROMIS survey. Since this is an instant notification, DevOps will need to program it. This is a site-specific notification, which means we will need to implement a total of 10. The draft Excel spec can be found here: https://nih.app.box.com/file/1678730029546. In this spreadsheet, each tab titled 'Email and SMS_[site name]' includes the conditions and relevant concept IDs, as well as the email and SMS content in English and Spanish to be programmed.
