Adopt @epic-web/config

As a part of the process of slowly moving reusable parts of the Epic Stack into individual (upgradeable) packages, I've pulled the ESLint, TypeScript, and Prettier config over to a new package called @epic-web/config! 🎉

This could potentially hold even more config-based stuff in the future (think vite/vitest, Dockerfile, litefs.yml, etc.).
