Message storm when using multiple peers with multicast

To reproduce

  1. RUST_LOG=debug ./target/debug/examples/z_sub -l udp/224.0.0.224:7447
  2. RUST_LOG=debug ./target/debug/examples/z_sub -l udp/224.0.0.224:7447
  3. RUST_LOG=debug ./target/debug/examples/z_sub -l udp/224.0.0.224:7447
