Oftentimes .txt and .bib files will not upload, nor will any file that is exported directly from a publication database, etc. such as Medline and RefWorks. No immediate diagnostics as to reason why.

Addressing this issue might require code in this repo: https://github.com/datakind/permanent-colandr-front
