How is the governance and legal body any different from what PRAM or NAI are trying to do? It seems to be yet another attempted to build a governance body for the ad tech industry. When we build governance we also need to build in how it should be enforced.
I am also not convinced that it is a good idea to leave the sellers out of this.

All transactions have to go through the server, the enforcement is
technical.
NAI is a failed system and PRAM does not look like it will do better.
This is an entirely different system in that you can't ignore it.
