Why I can't create a key ring file?

I used this action to import a private key, and want to generate a key ring file from this private key.

      - name: Import PGP Private Key
        uses: crazy-max/[email protected]
        with:
          gpg_private_key: ${{ secrets.GPG_PRIVATE_KEY }}
          passphrase: ${{ secrets.GPG_PASSPHRASE }}
          trust_level: 5

      - name: Creating PGP Ring Key
        run: gpg --export-secret-keys -o ~/pgp_key.ring

But when creating a PGP Ring file, GitHub Actions reported the error:

Anyone can gave me some idea of how to fix this or how to generate a secret key ring file?
