Is that possible to rearrange position of the paragraph tool in editor js?

Hi, I want to ask is possible for us to rearrange the position of the paragraph block tool in the editor ?
cause I have been trying to put my custom block tool above the paragraph block tool, but the paragraph tool always sticks on the top.

Here is the example code

you can set up your custom paragraph as defaultBlock instead of manual elements removing
