Is it posible to activate toolbar actions on readOnly Mode?

Hi!

I want to do some actions like highlight and in the near future add more complex features like inline comments... when the editor is in read-only mode.

My case is this.
I'm Developing a Web where One User writes an article or a Blog Post and publishes it. Once published, Other users can highlight and add comments on the text.
What I'm thinking is that if the Editor allows the behaviour, I mean, if I could use the toolbar when the editor is in readOnly = true; I could use that, and create a custom comment toolbar.
But if not, then is there any good way to do it? or is there anyone that resolved this already so we could talk and see how you resolved it?
