Create webcomponent for whole site #24

Create a web component that can be tweaked/configured with a set of datasets, customizations to the UI, etc to create a full application hosting a set of datasets. This would be directly used by MyAURA and for Tripods demos.

Include header/footer a la https://eqri8q.axshare.com/#id=wpth1m&p=home. We don't need all the elements of that 'spec' yet, but we will need at least:

  1. Header / footer with customized icon, text, colors
  2. Home icon (README.md for content of home), map icon (for now this acts like a dropdown to select a dataset)

We don't need search or opt in/out at this time.
