We need a simple, global footer

Describe the solution you'd like

The footer should be able to:

• Render a logo
• Display links to social media sites
• Display links that a user can update via a complex list

Describe alternatives you've considered

Idea: it might be good if a user can paste and svg into a field rather than requiring a file be on the filesystem.
