Upgrade redis from 6.2.14, to 7.4.0

Description

We want to upgrade redis to 7.4.0 so we have access to the new features in the 7.0+ version

Potential Plan:

1. Upgrade engine version in place on elasticache.tf
2. Run a locust test while sending a bunch of messages on dev
3. Run tf apply in dev
4. Look at errors in the logs

Acceptance Criteria

• Successfully upgrade redis to the new engine version of 7.4.0

QA Steps

• Tested in a realistic production scenario
