【建议】按“是否有带no-resolve”来统一规则集的命名 #1409

首先感谢大佬辛勤的付出，这个项目确实是称得上全网最全面详细的了！

有一点小建议希望能帮助这个项目做的更好：目前Surge相关规则合集下，是否有no-resolve的规则集命名不统一，增加了规则维护的辨识难度，例如：

GlobalMedia_All.list是不带no-resolve标识的，而GlobalMedia_All_No_Resolve.list是带no-resolve标识的
OpenAI.list是带no-resolve标识的，而OpenAI_Resolve.list是不带no-resolve标识的

改进建议：

对所有的规则集统一设置为“规则名_Resolve.list”为不带no-resolve标识的，“规则名.list”为带no-resolve标识的。

即使是目前没有IP相关规则的规则集，也建议遵循这样的命名规则，方便后期规则更新后的维护。
