Describe the Bug:

I do not have the option to edit contact details

Steps to reproduce the behaviour:

1. Click view details on a contact
2. I do not have the option to edit

User story: As an External User, I can add and edit a contact's details

Might be just a user roles limitation... Because Cam also couldn't edit operation information either. @andrea-williams do you know what Cams user role is in the system? cc @patriciarussellCAS
