Describe the task

CAS users should no longer have a Registration dashboard. Instead, they should have a transfers dashboard. This is the current Registration dashboard, which has a single Transfers tile:

Acceptance Criteria

• TBD text is updated to "Transfer operations and facilities between Operators and view transfers."
• breadcrumb should say "Transfers" instead of "Registration"
• "Transfer an operation or facility" link on the main dashboard should go ??? You can already get to the transfer form from the grid
