Bottleneck has been stale for over 4 years, evidentially abandoned. Worse, the staleness prvents upgrading Redis.
BullMQ appears to be a good candidiate. Not only it is actively maintained, but also supported by NestJs. BullMQ can be used by NotifyBC in following ways

  1. Rate-limiting email/sms dispatch - a like-for-like replacement of Bottleneck
  2. Notification processing queue
