got "[message] => Invalid "tileset" value" response with create an upload api

the page can be load with the test url "https://api.mapbox.com/v4/{tileset_id}/page.html?access_token={token},so the tileset value is valid.
tried to upload in both dataset and s3 url way
there is already a map which is created in mapbox studio, I want to export a new saved dataset to a tileset and update tileset
