Ability to export and import webforms like config

Story

As a site builder
I want to be able to develop a form on my development environment and then deploy it to production
So that I can manage development

Background

Webforms are content but they feel to a site builder more like config. There should really be a way to export and import these. In theory Node Export might be the answer, but I tried it and it's not yet in a working state as far as I can tell. Also Webform Share may be the answer. I've opened a port request for it backdrop-ops/contrib#666
