Description of changes:
It takes almost 2 hours to build the provided.al2023 build image on arm platform. This PR switches to use tonistiigi/binfmt (the same default image that the docker/setup-qemu-action uses). It still setup the QEMU static binaries but provides a simpler interface to specify a single target platform (arm64 in our case).
After switching it, the duration to build the provided.al2023 build image reduced to 1hr40min.
