I was wondering what the changes/differences are between this and the other are? Is it possible to bring the GitLab functionality/configuration over into the other so that we can offer a single image that can function for GitHub and GitLab (where we set it up to work with only one of them, but have the option).

This is certainly good from my perspective as well. There is an issue in the Threat Dragon repo: mike-goodwin/owasp-threat-dragon#122
where it suggests that this would be a good thing to do
Mike Goodwin's original Threat Dragon (from which owasp-threat-dragon-gitlab was developed) has been migrated to a new area in the OWASP github organisation area: https://github.com/OWASP/threat-dragon-core
