Release DataFusion 42.2.0

Is your feature request related to a problem or challenge?

We are still struggling downstream with new bugs that were uncovered by a new check added to 42.0.0 that were hit by downstream consumers such as delta-rs:

• chore: upgrade to datafusion 43 delta-io/delta-rs#2886

We tried to release a fix for some of these items in

• Release DataFusion 42.1.0 #12813

But it wasn't enough

Describe the solution you'd like

Consider releasing 42.2.0 patch release with a workaround to unblock upgrades downstream

• Option to disable Physical input schema should be the same as the one converted from logical schema error #13065

Describe alternatives you've considered

We could also just wait for the next release

• Release DataFusion 43.0.0 #12470

I am personally worried that the 43.0.0 release while awesome may be potentially disruptive. Thus it it would be nice to allow people to get 42 based things like Delta.rs percolated through the ecosystem
