--workers=0 --max-cron-threads=1 can make a difference when the migration hangs with erros like:

2022-04-05 01:37:07.497 UTC [28206] user@db ERROR:  could not obtain lock on row in relation "ir_cron"
2022-04-05 01:37:07.497 UTC [28206] user@db STATEMENT:  SELECT id FROM "ir_cron" WHERE id IN (5) FOR UPDATE NOWAIT
