Remove URLs from same-page links #16

Links to the same page (such as the ones in the tables of contents) currently specify the current page URL (even though it's optional), followed by an anchor. The URL is not necessary and it won't work for non-main branches, forks, or pages saved locally. Let's remove the URL.
