Once the engineering.homeoffice.gov.uk URL is using the core cloud CloudFront/S3 source the ACP hosting is no longer required.

Remove GitHub action building an pushing Docker image
Remove Dockerfile
Remove dependabot checks on docker
Stop pod(s) that are serving the site in ACP kubernetes cluster
~~[ ] Ask ACP to decomission the segas namespace~~ used sas-prod namespace which is still used for other things
Remove .drone.yml
Disable drone repo/webhooks
Remove helm config
Remove nginx config
Review documentation for references to docker deployment/hosting etc. e.g. CONTRIBUTING.md
