Tracking ticket for getting multi-arch builds working.

Blocked on:

https://hub.docker.com/r/google/cloud-sdk/tags needs to support multi-arch builds

After which:

Determine how to make CircleCI use buildx
Update CI to use buildx to much all supported archs
