[Bug] Coal Dust is worse than Coal despite the questbook saying it's better

Error Behaviour

Coal smelts 8 items, Coal Dust smelts 6.5. Even taking into account the bonus 20% on the manual millstone it's a net loss. The player would have to use the Create version of the millstone with its 50% bonus to make it worth doing.

Expected Behaviour

I'd expect coal dust to smelt 8.5 or 9 items, similar to Charcoal dust smelting 0.5 more, and Coal Coke dust smelting 2 more.
