publish scala 2.13 release

• akka-rabbitmq (scala 2.13.0 release ShellRechargeSolutionsEU/akka-rabbitmq#54) - released
• scoped-fixtures (Support scala 2.13.0 build scoped-fixtures#2)
• "com.timcharper" %% "acked-streams" needs a scala 2.13 release

I also have a temp fork of op-rabbit with published jars - https://github.com/pjfanning/op-rabbit

i see neither acked-streams nor scoped-fixtures for scala 2.13 on maven central, though the latter was supposedly published late last year .
@timcharper any idea why it's not on maven central?

@timcharper Just wondering if the 2.13 update is still planned? We have moved to @pjfanning fork in the meantime but it would be nice to get back to op-rabbit itself.
