This is an amazing work you have done, I should say. While exploring the paper and related repositories ,I came across this repository. Now this repository happens to consist of a number of weights, which can be used to detect the numbers. But, I believe ,it is missing the file through which we can run and validate the weights.
It would be better if you added the model, so we can load the weights and perform experiments on it . Also, if possible, it can be used for transfer learning.

The weight file contains the model too. Just load the file with Keras load model you will find the model and all weight.
I'll update the readme with model and weight details if I get some time.
