[Feature Request][tools]: Enable Cypress Testing for 3rd-party packages

Feature Request Description

After we enabled Cypress testing internally, the next step is to enable the setup for projects, created with our tools.

Proposed Solution

• Create "@ui5/webcomponents-testing" npm package that will maintain the Cypress configuration files. chore: add testing package #10065
• Use the "@ui5/webcomponents-testing" npm package in the generated project
• Create initial component test as part of the generated project
• Update the package.json of the generated project with the required dependencies to (cypress, cypress-real-events, lit)
