Sort color sets from fewest to most colors before combining them

That's how superfamiconv does it: filter duplicates, then filter subsets, the sort smallest-first, then combine best-fit, then sort largest-first. Tilemap Studio missed the first sort. So far that hasn't had suboptimal consequences, but may as well match the older program's algorithm.
