CEC Activate no longer automatic on play

I have two Samsung TVs, two Kodi boxes (Leia and Matrix), and two Android phones (12 and 13).

I'm not sure where or when the problem started. Neither Kodi nor the TVs received any updates. The CEC settings on Kodi haven't changed, I think.?

The previous behavior, working for years... Was that if the TV was off or set to another input, when I start playing media, it would automatically turn the TV on and/or switch to Kodi. I can still manually CEC activate just fine.

Anyone else notice this behavior?

There were libCEC Issues in past versions (2018) with Samsung TVs causing phantom behavior. And recently a raspberry pi causing my Samsung TV to randomly turn on. But I replaced the rpi with a lepotato and that fix it.
Is it possible that libCEC updated and there's some code that just disabled auto activate for this model TV?
