topic import: use type integer for agenda duration in doc and implementation
account import: set object flags in json upload for fields username, default_password and saml_id
rename user.import to account.import (we will have participant import, too)
account.import: 2 rows with same username results in error, expanded, 2 times the same id found, will result in error
account_json_upload uses Lookup-class for duplicate check
