Weld Option does not always show on a locked collar

This came up in the OpenCollar group, when someone updated their collar from 7.5 to 8.2.3, then showed that although the collar was locked the Weld button wasn't showing. A request to the group to check for the Weld button yielded mixed results, some showing, others not.

This could be tested and post the following conditions:
Does the Weld show in the main menu when the collar is locked
Owner or Wearer?
If wearer, owned and not self-owned, self-owned, or no owner?
Was the collar updated recently while locked?
Include a screen shot if possible.

I tested this two different ways. First I tested it with omnia and checked menu before and after welding. Everything worked as expected.
Next I tested it on my own, locking and welding a collar on myself unowned. Everything worked as expected.
Weld shows in main menu when collar is locked. When welded, the Lock and Weld button are both not visible.
