Devcontainers needs information or be removed

Empty documentation probably isn't a good idea to leave as a placeholder. Personally I never used devcontainers or really any development tools (I don't run the -dx images...), so unless someone wants to take the stab and write or link a proper guide, I think it should be removed from the table of contents.
