Add code to do lake surgery, which will replace RRFS lake with nearby lake information from RAP/HRRR. This lake surgery is needed for initializing CLM for RRFS.
When "do_lake_surgery" is set to true, lake surgery will be conducted. The run script for soil surgery is also changed to add
sfc_data.nc_read for separating reading and writing files.
This function was tested with winter retro (v0.6.0) on Hera.
