Posteo is an email provider based in Germany charging 1 EUR per month for the basic features. You can activate inbound encryption by paying for S/MIME certificate or by using OpenPGP. Posteo doesn't have any mobile app but it supports the IMAP standard.
It offers support for DNSSEC/DANE and OpenPGP (through Mailvelope in the web interface, which is running open source Roundcube). It also offers certificates that are signed by an official certification authority (Certum). By default, mails are encrypted on Posteo's servers using their private keys.
