Instructions on how to install heroku-cli could be improved

Currently, heroku provides an executable for windows which is confusing people who are currently using WLS for the LDSSA. The ubuntu instructions use snap which is not available in WLS. The curl instructions are still available, but they are below this section in the heroku webpage.

Some clarification should be added on what's the right approach in this repo.
