S4 site config updates for spack-stack-1.9.0

In #1328, we installed spack-stack-1.8.0 with [email protected].

For spack-stack-1.9.0, we want the following updates:

• Addition of latest oneAPI compiler so that we can test with/switch to icx, icpx, ifx (or ifort)
• Addition of a GNU stack using the configured [email protected] (missing: MPI installation for this compiler)
• Use of external qt@5 (in spack-stack-1.8.0, we build it and it works, but that makes for a lot of unnecessary packages to install each time)

Note. The qt5 OS packages were just added, thus the next round of updates to the S4 site config should configure the external qt5 package in S4's packages.yaml.
