Basic tests should be able to reproduce harmonized and downscaled output for a single scenario

requiring that tests have access to an existing set of expected outputs
requiring that tests have access to all data needed to regenerate those outputs

In addition, we should develop tests against a suite of gridded files, which will require tests have access to a (sub)set of such files
