Integrate https://github.com/HumanCellAtlas/ingest-client into the HCA CLI.

Definition of Done

  • new commands for ingest live in hca ingest
  • Either https://github.com/HumanCellAtlas/ingest-client is depreciated, or changes are automatically pulled in when the ingest-client is updated.
  • hca login will retrieve a JWT that can be used for making authenticated request to the ingest api.
