The Artifacts from GitHub Actions aren't publicly available like an asset on a full "release".
To aid the programmatic use of the builds, are we able to get the packager to upload and create a release?

As part of this, for dev builds, setting the version to include a a git short-hash would be handy (matching the existing deployment process) - https://github.com/Glimesh/ops/blob/3b1e494671ee4de5060b5d5dcbb00a97cafe75a0/ansible/roles/glimesh-web/tasks/main.yml#L61-L71
