CVS GEOSadas-5_25_0 Release

Capture GEOS code from CVS checkout of GEOSadas-5_25_0 tag of GEOSadas-5_25 module.

Validated with C90f_ens test case of GEOSadas.

Remove GNUmakefiles and Add CODEOWNERS

This release removes the old unneeded GNUmakefiles and adds a CODEOWNERS file

Install extra perl script

This release installs a perl script missed in the last release.

Starting semantic versioning

Note that 1.0.0 was from prior to migration to Git.
