BGP neighbor keepalive&holdtime setting validation question

When I try to change the keepalive&holdtime, it seems that the setting doesn't work well.
Here is the command(I do the reset operation as well by use command “clear ip bgp ipv4 192.168.2.250”)：

router bgp 100
 neighbor 192.168.2.250 remote-as internal
 neighbor 192.168.2.250 timers 20 60

Then I use "show ip bgp neighbors" to check the result, configured time is different from the check result, pls see the below information. pls help give the reasonable explaination.

The neighbor has negotiated a lower keepalive and hold time. Per the RFC the lowest values between two neighbors are used.

The holdtime is advertised as part of the Open message during peer establishment, and the lowest (shortest) holdtime is selected. The keepalive interval will either be 1/3 the holdtime or the configured keepalive value, whichever is lower.

It looks to me like your peer is advertising a holdtime of 40 (which is selected because it's shorter than 60), and the keepalive is selected to be 13 (1/3 of 40) because 13 is lower than the configured keepalive of 20.
