Map Blacklist

Add a blacklist of maps that will prevent from hosting / downloading such maps.

Preferably with (popup) message explaining the reason. (usually cheat/imbalanced maps)

We can prevent maps from being hosted, but not from being downloaded.

One can prevent a map from being hosted, but not the switch from another map to this map in the lobby. (of course we could block users from joining those games and maybe disconnect all players from a game once it is switched to a blacklisted map, but that'd be very ugly)
