Fix ibc smoke test

Our current ibc smoke test was not running in CI, so we don't know for sure when this happened. The test is being added back, but commented out while waiting for this task to be completed.

The smoketest depended on a branch from cosmos/relayer that does not exist anymore. That branch has been merged into main, but main is not working either for some reason.

The job is to figure out if this is our fault or something wrong with the relayer.
