Making WebProfile related bundles can be started in on-demand way

we know that while starting gf domain normally, it will start some bundles in on-demand way, while switching subsystem way, we also do the same thing while deploying a system.

For such a WebProfile subsystem, our final goal is for deploying and running a war successfully after deploying WebProfile subsystem.

So, the issue is very very critical for the whole subsystem implementation.
