Test time_out_trimming_assertions

There are tests for various other error states in GenerateAssertionsOnWickedTests.json. However, it's not obvious how to make a test case that elicits this error. Either

• think of a set of test votes that will produce this problem, add them to data.sql, or
• think of a way we can test that we would handle this error appropriately if it arose, for example by mocking up some parts of the service.
