Question for data partitioning

Hi,
I ran your code on mill19 building dataset and used the default setting for partitioning (total 20 cells)
However, it seems like some cells assign 0 cameras to this cell, resulting in no fine-tune for this specific cell. (As below)
Is it a bug or a limitation for your data partition algorithm?
