Where to get the Flashrom software and UBoot software ?

Pardon the dumb questions here as I am new to the flashing space.

I am trying to flash the serial ROM (GD25Q127CSIG) of my bricked WYZE V2 Cam. The tutorial here seems promising but I need to know the below answers I can prepare before the flash:

• Where to get the flash pad ?
• Tutorial mentioned Flashrom software. Where do I get or download it ?
• Tutorial mentioned UBoot software. Where do I get or download uboot-fullhd.bin ?
