tag a new (Python3-compatible) release and upload it to pypi #5

pypi has negotiator-1.0, which was uploaded about 8 years ago, and which lacks Python3-support.

given that Python2 is dead, it would be great if pypi had a version that is usable with current Python(3).

also: current master is not Python3-ready yet, please see my PR #4 for fixes.
